GIS 23 MA-02 Updated Medicaid Levels:

The 2023 Federal Poverty Level Numbers were released in the Federal Register Notice dated 1/19/2023 triggering the New York State Department of Health (“NYDOH”) to issue GIS 23 MA-02 on 2/10/23 revising/updating certain numbers retroactively to January 1, 2023. This blog post only reports certain relevant updated figures, for the complete list please review GIS 23 MA-02 and its attachments, together with GIS 22 MA-14, see hyplinks below.

The methodology for determining the Medically Needy income level has changed to 138% of the Federal Poverty Level. This change is described in GIS 22 MA/11 “Increase of Medical Medically Needy Income Level to 138% of the Federal Poverty Level and Related Medically Needy and MBI-WPD Resource Level Changes.” As instructed in GIS 22 MA/11, districts must recalculate income eligibility based on the new levels and current income information when contacted by the consumer, or at next renewal.

The following figures are updated and effective as of January 1, 2023:

2.  The allocation amount is $591, the difference between the Medicaid income level for a household of two and one.
3. Family Member Allowance formula number remains $2,465.
4. Personal Needs Allowance for certain waiver participants subject to spousal impoverishment budgeting is $591.
